William Ireland is a recognized leader in Systems Engineering, specializing in Reliability, Manufacturing, and Quality, with 38 years of experience in commercial support of defense programs improving program quality outcomes. A key motivation for Bill is to improve the DOD acquisition process by pulling process development involvement earlier, toward a proper demonstration of production readiness by Milestone C. He makes the case for identifying and managing key characteristics as a superior best practice, and his specialty is applying AS9145 with AS9103. He currently works with contractors, DCMA, and Congress to develop contract win-win artifacts that pull the production validation process left, and his approach to effective control of key characteristics draws on Model-Based Systems Engineering to yield more effective systems. He is a sought-after speaker on quality and a co-author with SAE on aerospace standards as a member of the SAE G-14 and G-23 committees.
